3.11 Implement Site Plan
Project proponents should carefully plan and budget for the long-term adaptive management of acquired lands and resources lying with ocean and coastal waters. Information that will help project proponents evaluate the long-term needs of lands and resources can be found in Step 4: Implementation. Planned activities may be specified in the lease terms or attachments, easement, purchase and sale agreement, or regulatory permits. After the lease or sale has been closed, the land and resource restoration and conservation plans must be implemented.
Fee-title-specific Issues: Under a fee-title sale, the previous land or resource owner may no longer be involved with the property and will likely not need or want progress reports.
Lease-specific Issues: Under a lease, the leasing agency may require periodic progress reports and approval of future actions that were not explicitly identified in the lease terms and conditions. Leasing agencies may also require lease renewal or re-leases after predetermined time periods, such as five years.
