Page Features
Navigation and Help
The pages of this site share features that allow you to navigate easily and know where you are. The navigation menu in the left-hand column of each page can be fully expanded at any time for inspection of all topics.
To the right of the Expand/Collapse links, a location path (breadcrumbs) shows where the current page is and links to pages above it in the content structure. In Steps 1 to 4 (see Step-by-Step below), you can use Next Step and Previous Step links to proceed through the core content of the toolkit in a systematic way.
Continuing along the top bar of the page to the right, as well as in the page footer, you will find additional information on and help with the site.
Moving your mouse over a small image or link on the page often reveals an informative text box (tooltip).
Browser Windows and Documents
Links to external websites, and documents on this website, including illustrations, tables, and presentations, will open in a new window. Sometimes the link is indicated by a small thumbnail image. The tooltip that displays when you mouse over it (see example) will always say whether the link opens in a separate window.
All documents available for download are in PDF format; the document size is indicated next to the download link. You will find some PowerPoint (.ppt) versions of presentations in addition to their PDF versions. You will also find the occasional Excel (.xls) file in addition to its PDF version.
Interactive Maps and Illustrations
Several pages include maps or other illustrations that can be used interactively. One such type of map serves as an alternate way to navigate—U.S. State Summaries and Case Studies are examples. Move your mouse over the map to select the “hot spot” (link) of interest. A second type of map is accompanied by a menu of exclusive choices, each of which corresponds to a variation of the information on the map—Country Summaries and Assessments are examples. Select the button next to the map of your choice to view the map. One or more of the resulting maps may include links that you can use to navigate, as in the first case. Finally, other illustrations use this method to show variations based on your choice—the terminology for Submerged Lands is the best example.

Step-by-Step
The toolkit is organized primarily as a series of four steps that guide you from the initial step of investigating what leasing and ownership is all about to the final step of implementing a project on the ground or in the water. You can click the Next Step link (located at the top of each step page except the last one) to go to the next step in the process. If you want to return to the previous step, you can simply click on the Previous Step link (located at the top of each step page except the first one). You can also go to the next or previous step in the process by using the navigation menu.
U.S. State and Country Information
From any page within the toolkit you can go directly to information specific to geographic areas by using Country Summaries or U.S. State Summaries (for the United States) menus located in the left-hand navigation menu. These country and state pages summarize information regarding conservation leasing and ownership, identify agencies involved in ocean and coastal management, and provide contact information for follow-up.
Case Studies
If you are looking for specific examples of leasing and ownership strategies, you may want to proceed directly to Case Studies, located in the navigation menu.
Resources
If you are relatively comfortable with leasing and ownership you may wish to proceed directly to other resources that will aid you in developing and implementing projects. To do this, you can use the Resources menu (located lower down in the navigation menu). Within the resources area you'll find information on contacts, funding, maps, publications, related efforts, and sample documents.
Work-in-Progress
This toolkit is considered a “work-in-progress” since our goal is to frequently update the site with new information. We want to continually improve our understanding of the content provided on the site, so please Contact Us if you know of additional resources, related projects, different interpretations, or errors. We also want to provide information for other countries and states. To this end, we will continue our legal, policy, and data research for new geographies and update the website with new country and state-specific information periodically.
