Country Summaries

Of the 194 countries in the World, 151 of them border ocean waters. As such, it is not practical for this toolkit to provide summaries regarding leasing and ownership options for each ocean coast country. We will, however, attempt to build our knowledge of leasing and ownership opportunities throughout the World and consequently build the country summaries found within this toolkit.

At the present time, very few countries have explicit information or programs available that enable private organizations to acquire proprietary rights to lands and resources lying within ocean and coastal waters. However, each country has a management framework within which organizations can investigate and propose in-water projects.

Each country manages its ocean and coastal resources differently, with some having highly centralized and others highly de-centralized forms of government and control. Some countries have strong private land and sea tenure systems while other countries do not. Organizations interested in proprietary rights can use this information as a place to start when planning in-water leasing or ownership projects.
